China's government has included molybdenum in the directive production plan for rare metals, of which the 2010 directive production plan for molybdenum concentrate (containing 45% molybdenum) was 185,000 tons and the 2011 directive production plan was 200,000 tons. China has implemented export quota license management for molybdenum since June 18, 2007, and announces the total amount of molybdenum exported each year. The first batch of export quota for molybdenum and molybdenum products for 2014 announced by the Ministry of Commerce was 25,146 tons, and the first batch of export quota for 2014 issued this time was 70% of the total annual quota. the second batch of export quota for molybdenum furnace charge (2,375 tons), molybdenum chemicals (4,652 tons) and molybdenum products (3,750 tons) for 2014 was 10,777 tons, accounting for 30% of the annual export quota.

In December 2014, the Ministry of Commerce issued the quota quantity and list of exporters of "2015 tungsten, antimony, silver, indium and tin", and canceled the 2015 tungsten and molybdenum export quota, and canceled the qualification management of molybdenum export on this basis.
On May 1, 2015, China canceled the export tariff of molybdenum products. Meanwhile, since May 1, 2015, China has implemented the reform of molybdenum resource tax by clearing the fees and setting up the tax and ad valorem taxation. The molybdenum resource tax has been changed from ad valorem to fixed-rate taxation, and the applicable tax rate of molybdenum resource tax is 11%. Molybdenum taxable products include raw ores and concentrates processed from self-mined raw ores.
